The Insolvency Counsellor's Qualification Course

Course Schedule for 2011-2012

We are pleased to offer two course sessions for 2011-2012:

Session 1:

Registration: July 15 - October 28, 2011

Exam Date : January 26, 2012

Session 2:

Registration: December 1, 2011 - March 1, 2012

Exam Date : June 21, 2012

 

Background:

Canadian regulations under the Bankruptcy and Insolvency Act (BIA), require that individuals who counsel debtors in trustees' offices and credit counselling services become registered Insolvency Counsellors.

As a result, the Chartered Insolvency and Restructuring Professional Qualification Program (CQP), through the Canadian Association of Insolvency and Restructuring Professionals (CAIRP), offers the Insolvency Counsellor's Qualification Course - the ICQC.

The ICQC is also a requirement for those who are enrolled in the CQP, and must be completed before candidates can be granted a trustee's license.

The ICQC consists of four modules that cover key concepts and enable the candidate to develop the skills required of a qualified Insolvency Counsellor. Emphasis is placed on the practical application of theoretical knowledge.

The four modules are:

  1. Personal Insolvency/ Bankruptcy under the BIA
  2. Interviewing and Counselling
  3. Elements of Money Management
  4. Money in Context

 

Some key aspects about the ICQC include:

  • The course is being offered twice per year, with two separate exam offerings. For exact dates of each course schedule, please refer to the pdf version of the complete Information Package.
  • Upon successful registration, candidates are provided with a personal User ID and password that will permit them to access the ICQC Portal - a password protected website for registered candidates only, from which all communication will occur for the remainder of the course year.
  • The course materials, Exam Confirmation forms and all announcements will be available only from the ICQC Portal.
  • Candidates should expect to spend at least 50 to 100 hours on the course, as well as 15 to 30 hours observing a registered Insolvency Counsellor in the role of counselling debtors.
  • The online exam will be administered at an exam centre established by the candidate and under the supervision of a Presiding Officer, who will ensure that the exam is taken according to CQP rules. For details and deadlines, please refer to the Information Package.
